Exactly my thoughts. It sucks, i get one about once a month, so maybe about a dozen or so since the market opened. It is just the cost of doing business on the Android Market. I never really considered that it might be due to stolen cards I just always assumed that it was more of a case where the customer looks at their credit card statements and sees "GOOGLE *SNCTLNSOFT" and doesn't realize that it was an Android Market purchase so they call the bank and ask for a chargeback.
