My take on it is that he wants to create one from inside an Android app, and doesn't understand that the question is not at all specific to Android. (And further, that he didn't give us enough context to help anyway).
It would be more useful to politely point out (rather than as rhetorically) that there's nothing specific to Android, and answers would be better sought elsewhere, starting with the tinyurl.com website and/or google.com.
