Your comments about the Market are spot-on, and I apologize if I came
across as dismissing them.

You appear to be viewing this as a "reward" for developers. I'm not a
Googler (nor do I play one on TV), so I can't say what their rationale
for this program is. I can say that if I were the one setting up the
program, the "reward" aspect is maybe 20% of the reason for having it.

IMHO, 80% of the benefit is for the users.

What Google is doing is helping to ensure that thousands of popular,
highly-rated apps work well on the latest hardware (notably WVGA) and
latest edition of Android. This directly benefits the next wave of users
who buy the DROID, the Milestone, and the Nexus One...and any other
devices that have 2.0+ and/or WVGA. What Google is doing is raising the
quality of the top end of the Market another few notches, thereby
improving the Android experience for millions of people. On the whole,
this is A Good Thing.

Admittedly, it is a shotgun approach:

-- As you note, it leaves out many apps that are gaining ground in
downloads and rating

-- Some developers already have a DROID or N1, meaning we'll see a bunch
of device swaps and a bunch of devices showing up on eBay

-- Some applications won't really need the assistance, since they're
already great on 2.0+ and WVGA

OTOH, I'm not sure how they could reasonably address those concerns
without a lot of staff time, and staff time is something they are always
short of.
