It actually depends on how it's called. There's a sequential version and a non-sequential version. Calls use the sequential version. The priority attribute is referenced in the documentation specifically for call processing. I figured out how to do what I need to do, but it was a little inobvious relative to the documentation and the examples that are all over the web.
