I sent an email to Google, this is the reply:
Hi Richard, No one has been forgotten. There's a large volume of phones being shipped out, and apparently we overestimated the capacity of our shipping vendor. We have sent them the addresses and the inventory and they are working through the list. I'd wait another couple weeks; trust me, there is a phone assigned to you and it will get to you in due time.
