Chill out guys, he's making a decent offer here. App promotion is an important topic for virtually all developers, and (in my experience) promoting one app from another, more visible one is an effective technique. But that's just my experience... It strikes me that this is an excellent opportunity for a single developer to promote their app, and (by requiring that the results be posted) a good chance for ALL of us to evaluate this technique.
I don't think I have an app that it make sense to do this with, but I hope somebody takes him up on it, and I'll be watching the results keenly.
