That, I don't know, as I've never used flash. But, based on the error you're encountering I'm going to go out on a limb and say this was not supported in those versions. A quick peek at the documentation for the function you're trying to use will tell you whether or not this is the case. Are there even any 1.5 or 1.6 devices with a camera flash?
