I second this. Draining laptop unplugged laptop battery shouldn't be necessary.
I do understand that some normal user might disable the charging, forget about it and then complain that his phone is not charging! Could add a notification when USB plugged in, saying "Not charging due to your preferences", and on clicking it send you to the settings where you can change that.
