I'm guessing that you probably won't be able to upload that specific app again, otherwise a removal wouldn't have much effect. But I would expect that you can make whatever modifications you think are necessary, then upload it with a new package name, making it a different app in the eyes of the Market. Of course, your existing users will need to transition to the new app manually, but I can't see a way around that.
