Here is my take on questions 1 and 2 (note that I neither work for nor
speak for google ..... )

google says that they'll test your submission with the same version of
the SDK that you developed the app with.
The "gps" provider gets installed with the SDK and the route of the
simulation is fixed in the SDK

So it is safe to assume that the "gps" provider will be installed on
all machines used by evaluators for your submission and it is also
safe to assume the the route simulation will be the same "gps" route
you see on your machine
