Thanks Dianne!  Adding the FLAG_NOT_TOUCH_MODAL worked :)

        WindowManager.LayoutParams wlp = getWindow().getAttributes();
        wlp.gravity = Gravity.BOTTOM;
        wlp.flags = wlp.flags |
WindowManager.LayoutParams.FLAG_NOT_TOUCH_MODAL;
        getWindow().addContentView(keyboardView, wlp);
