Hi Gerard, Flash does not come as part of the Android platform out of the box. At this time manufacturers building Android devices are all licensees of Flash technology and it's up to them to integrate it into the browser.
Once Android devices hit the market and the complete SDK is available Adobe will be better able to produce Flash for Android.
