There is no application API, since it would be a big security hole. If you are working on your own hardware, though, you can simply enqueue low-level linux events, which the system will then receive as a normal input event. Unfortunately I can't give you any code off- hand to do this, but it is a standard part of Linux, so you should be able to find material around on the web.
