so far, a partial answer to this rare need is Dr.i.n.e. project, one
of it's
goals is to give developer a choice of compiling/deploying Android
app as web app  to Servlets API 2.4 compatible container (Tomcat 5,
Resin, etc),
or as a regular Linux/Windows desktop application.

Beware that the project is in early stages, and has only gotten a few
proof-of-concept
