Hi, Shane ! Adding SDK tool folder to my variable path did work for me. I was also so surprise by that. And yes, you can run emulator on windows without eclipse. I am using Windows XP 64, and Java 1.6.
I was getting these error only if I lunch emulator through Eclipse. Emulator itself from Command line was working fine without any error. Since I had debugging tools installed with Eclipse I had to make it work anyhow. So, only thing i can suggest is to check if you have all updates installed for Java.
