Did you download http://dl-ssl.google.com/android/ADT-0.8.0.zip and next update via Help | Software Updates | Available Software| Add Site | Archive button to get to this downloaded local zip file?
The http://download.eclipse.org website currently does appear to be crawling or grinding to a halt though due to many people updating Ganymede...
