HI, I have installed the new android SDK now and eclipse 3.4 classic - Ganymede instead of eclipse 3.4 java ee.
Now its working fine. I understand that I did not install modelling framerwork plugin for the eclipse and thats why the android layout editor showed the error. sorry I could not reply to you earlier because I did not have access to my system.
