The issue with updating via the update site is different. For that one, make sure you have tried the "troubleshooting" steps in the install doc:
http://code.google.com/android/intro/installing.html. Note that if you can't get to the update site, you can usually still download the plugin locally and install it as a local archive (see the troubleshooting section).
