Mark, Sorry to just throw this in, but is there any reason you're using the 'phone ID and not the users 'phone number? (i.e. getLine1Number() in android.telephony.TelephonyManager).
The reason I'm asking is that if you're looking at a licensing solution you probably want to consider if the users phone breaks and they get a replacement unit their phone number won't change but their phone ID will.
