I'm running ADB on Server 2008 r2 which is almost exactly the same as Windows 7, and it is working fine for me and my HTC Desire.
You need to first install the latest version of HTC Sync to get the ADB drivers. Next enable USB debugging on your phone. Finally, connect the phone and it should auto-install the drivers.
