Nm, was using the Uri.parse wrong.

            while (phones.moveToNext()) {
                String strPhoneNumber =
phones.getString(phones.getColumnIndex(Phone.NUMBER));
                System.out.println(strPhoneNumber);
                i.setData(Uri.parse("tel:" + strPhoneNumber));
            }
        }
