Not true. 1. If you say <uses-library> by default it is assumed you require the library, and thus your app will not be shown in market on devices that don't have the library and the platform will fail installing the app if the library doesn't exist.
2. You can use <uses-library android:option="true"> (I think this was introduced in 2.0) to say you don't require the library. If the library doesn't exist you can still be installed, and you can use the normal Java tricks of dealing with those classes not being there.
