it works now thios solution is for linux 1) delete .android from your home direcotry 2) create it again empty
this fixed it, now emulator starts properly i don't know where is it stored in windows, probably hidden in some obscure place (documents and settings?), try to do something similar, maybe it will help for you too On 28.
