Perhaps it should be the other way around. Activity A, started by an external intent, checks to see if the T&C needs to be displayed. Activity A then starts for result activity B. If the result is affirmative, Activity A records the status and proceeds, otherwise simple finishes, or goes into a fallback, such as launching a exit activity.
