The problem doesn't seem to have anything to do with GPS, correct? I tried your coordinates, 22.9638357,113.3156041, on desktop google maps and from within a MapView. I get the same unequal results that you did. I also tried msn.com (in satellite view - theirs are older!) and that agrees with the web-based Google maps.
It would be good to know which location is actually incorrect.
