I've had a quick chat with someone at OpenX and it would appear that if you're willing to use XML-RPC to get your ads you can develop something which can make use OpenX Market to offer ad slots in your app (they have an example of using Java and XML-RPC to get ads at https://developer.openx.org/wiki/display/API/OpenX+API+Tutorial#OpenXAPITutorial-Javaexample
The OpenX Market is in an Alpha stage at the moment, which means that if you get involved you get a good chance of steering development. I've floated the idea about grouping accounts so that one advertiser could share their ads amongst multiple apps, so that ball is rolling, but it's could be a way off yet.
