Yep - that's normal. Start the emulator, get a cup of coffee, leave the emulator running while you're developing. It's slow (a few minutes) on a fast quad core ddr3 machine. If you want to test quickly I find the 1.6 emulator loads faster but obviously it depends what version your app requires and if you are doing cross platform testing.
