Ah, that makes sense. Retesting the scenario with an ordinary account (not in my profile's test list), I do get a cached "allow" when offline. Thanks for clearing that up. Might be nice if that was documented somewhere. Also, FWIW, it's somewhat problematic that test responses don't behave like real responses... Given that a dev can't purchase their own app, it makes it difficult to test the behavior of real responses.
