Incorrect. 1 - You cannot resubmit with the same version number. You have to increment this to resubmit. You can, however, keep the save version *string* so it looks like the same version to the user. (ex: 1.5.6). 2 - The android:label has no effect on the Market name - that is controlled and set in the Developer console. You can change this at any time without needing to update your app. So if you want to change the name as people see it on there phones, you have to update.
