I have the same problem on Vista 32. I can access both URLs. It is the same solution posted in various other threads but this is not the real fix.
I think there must be something else. This problem has been reported as early as 2009 in various other threads. Hard to believe that the SDK setup has not been fixed or the solution identified more clearly. Does anyone know what to do?
