If all you want to do is develop apps, then any approved Android device should work. There are some issues with the current stable of AT&T devices in that they can't load apps from non-market sources, except when they are loaded from adb. If you have any doubt about a particular device, check to make sure there is a setting for development under:
menu button-settings-applications-development: there should be a "USB debugging" option. I believe all Android devices have this. That's all you need to develop apps. On the other hand, if you want to develop Android itself or load a custom ROM, then you'll need to root the device.
