Your terminology is quite bit confusing. You seem to use the term "app" to mean "activity".
I assume the scenario you are trying to describe is based on: your app has an activity A and a service B, and another app has an activity C. When activiity A is CREATED [emphasis mine] it starts service B and activity C. Then you want to be able to tell, in service B, when "the user has left" activity C. But what does "the user has left [an activity]" really mean? Think about that.
