Yeah, I wish I had never turned it on.  I wouldn't have if Google made it
more clear in the Market console.

I'm reading that people who have turned it off, after having it been on
before, are getting upset customers who upgrade after the switch was flipped
off. It seems like the location changes, so the database is no longer
accessible and the only way to fix is to uninstall/reinstall. Can anyone
confirm this?

I've never bothered with and am glad for it. Everything I've seen here and
the Market "Help" Forum indicates it's more trouble than it's worth.

If you're worried about copy protection, turn that off and go with the new
LVL scheme.
