I think four directions, click and menu are the minimum. Of course software modifications will have to be done to make this work. An on-screen keyboard using direction and click would be needed for many (but not all) applications. The four buttons on the G1 are also important but the core software can be modified to add these functions to all menus (or have a long-press menu that provides only these).
