It really helps if you already have working knowledge of Java and Java debugging. Depending on the kinds of apps you want to build, also helps to have working knowledge of one or more of the following: networking, graphics, OpenGL, client-server, XML and XML parsing.
Although you don't need to use Eclipse, most developers use it and if you already use it, it helps. Please pore over developer.android.com before trying to ask "noob" questions. Search for, build, and run sample code.
