You can't - an explicit design decision because it would be a gross invasion of privacy.
If you wanted to do it with the user's consent they would need to use your apps rather than stock or 3rd party ones, or have your modified installation of. android rather than the device manufacturers or carriers. And even then you can't record calls as the audio doesn't go through the applications processor.
