I have also seen uses-features "fail" only after a uses-library was added. In my case, I was installing an app requiring hardware telephony to be installed on an emulator, which worked without complaint until I added my google maps functionality. Now I've added android:required="false" to my telephony uses-feature tag and it runs fine but didn't need that before.
