That would be a bug, probably a hardware bug. But on my phone, I see no such problem: I -always- get a notification on the phone screen that "USB debugging connected: A computer is connected to your phone" when I hook up the USB cable to the phone -- if the other end is connected to a powered-up computer (if it isn't, of course, nothing happens).
My phone is a lowly HTC dream running 1.6.
