I've been on the Market for nearly a year and a half. It's true, there have
been improvements - but considering how long the Market has been out now,
how easy some of this stuff is to fix, and that it's all owned by a company
that is synonymous with the Web itself, the Developer Console (and I'll
throw in the official Market website and the "support" forum" here) are,
quite frankly, pathetic excuses for websites.

* Active install counts still broken and never reliable anyway
* Old bugs reports magically revert to new.
* Bug reports organized so haphazardly it takes multiple clicks back and
forth to make any sense of it.
* As the OP noticed, publishing doesn't always "take" so you have to sit
there and refresh the page to make sure.
* Comments only added recently after other sites had this feature for who
knows how long.
* Nothing is clearly marked, labeled, or explained leading to confusion
(what the hell is "Marketing Opt Out"? Since when is Google promoting
anything? How many people know how to restrict their countries and
carriers?)
* No warning that changing paid to free cannot be undone.
* Still no usable Market site that was announced at Google I/O.
* Etc, etc, etc.

Bugs happens and nothing is perfect - especially if it were made by an
intern over a weekend - but for a site developed by what most assume to be
cream-of-the-crop engineers at one of the biggest Web companies, the Dev
Console is just sad. Yes, it's continuing to improve, but they are certainly
taking their sweet damn time for stuff that, at least from an outside
perspective, should be fairly straightforward.
