:: shrug :: I am not aware that an Android phone will automatically connect to an unconfigured access point. I do not recall there being a prompt during the setup to configure an access point. However, it's not like I set up phones every day. It has been a couple of months since I did the last one, and I do not maintain meticulous notes on the process, let alone have such steps memorized and available to my presently jet-lagged brain.
