Well, we won't do the whole project for you. If you own or wrote that web services all you need to do is write a script to output data to JSON or XML. Then from Android simply load the script and collect the information and display it in your app. Simple.
Sounds like you don't have much development experience, so this might not be your service. In which case you'll need to scrape the hml somehow.
