If ADB is not showing devices or showing your device offline, one possible solution is to make sure that your phone is plugged directly to the USB controller and NOT a USB HUB.
Yes even if you connect your phone to the FRONT PANEL of your computer that could still technically be a hub built in to the motherboard. To make sure your phone is not connected to a USB hub plug your USB cable to the port on the back of your computer directly on the motherboard.
