Sure there is. Android has been missing persistent reminder notification sounds for a long time. Other custom builds have it i'm sure, but being able to set a preference for reminder sounds, vibrates etc would be better handled as part of the notification manager.
Being able to extend it would be nice. Yes, there are apps that do this for sms messages, or a few different content types in general, but there is no generic solution.
