Just guessing, but there's only one build, so the "current" release is what
determines who sees what. If after all those hoops you finally release a
version that is minSDKVersion = 4, the 1.5 version users would probably not
be able to find it anymore, regardless of what was previously released.

Since you have no control over who may have downloaded the broken build
while you had it out there and there's no way to force them to download the
fixed version once you do get it out there, the best thing to do is make you
app backward compatible and support all versions. I have no idea how much
work that's going to be for you though ...
