I'd say devs should be given some tokens.  Like one token for every
500 downloads.  Use them to vote down the clowns who give these 1 star
ratings because your Recipe Book app won't play Mario Bros.  After a
few different devs zap the same use, the user's comments just never
appear (except to the user) or count in the star rating.
