As long as you're starting from the ground up, you should include the
following features:

1) Support for a monthly subscription payment model. This would
substantially reduce the friction of trying new apps, since the user
only risks one month of subscription fees and could uninstall if they
don't find the app useful. Conversely, it can mean a lot more money
for developers when their app becomes a must-have and stays on
someone's phone for years.

2) Hooks into the billing systems of the major carriers in the major
markets. This would allow users to buy apps and have the fees added to
their phone bills. Naturally, there will be carrier fees associated
with this, see below:

3) Support for multiple billing methods - paypal, credit card,
carrier, native Aproov billing, and so on with "handling fees" broken
out from the base application price so the purchaser can decide which
method they prefer. This would not show the commission paid to Aproov,
just the load imposed by the user-chosen billing method.

4) Hooks into social networking systems, at least Facebook (for games
and personal apps) and LinkedIn (for business apps).

5) You absolutely _must_ support a server licensing scheme if you want
to host paid apps. Piracy is one of the biggest things holding back
business in Android apps and any Market must have an answer for that.

6) You should allow paid app developers to check a box that
contributes a share of their revenues to an anit-piracy fund. This
money would be used to pay for professionals to track down pirates,
complain to their hosting companies, send Cease and Desist letters,
and so on. This money should be spent in a publicly accountable way
and the progress reports available from your developer dashboard.
