Non-forward-locked APKs are just stored in /data/app, and can be copied the same as any other file. If an app is forward-locked - what the Market calls "copy protected" - it's kept in a different dir with system-level privs. Which means that you need a rooted device to get at it... but this is the major hole that forward-locking has had from the beginning.
