Matt, - how essential is phone in your scenario? - I mean does it have to be essential in routing of messages to the server? What I mean is that you could simply open cheapo account at some commercial SMS gateway and it would give you a mobile number to send messages to and from plus an API.
If you need to notify a mobile user, do it separately to the main interaction above, as this part will be less reliable.
