Use WebView.loadDataWithBaseURL, use "dummy" for the base URL if your
HTML is locally generated.  WebView.loadData, for some bizarre reason,
munges the entire HTML document into a URL using the data: scheme.
The url encoded clobbers %'s and #'s.
