The following is the response to the support ticket I put in, however
I'm dubious that it will work, and am going to request some more
detail about why they are asking me to reset to factory defaults.

Thank you for your email. To resolve this issue, please perform
factory
data reset on your phone. Please note that this will reset your device
to
its original state, and while your media content (photos, music, etc.)
will not be deleted from the SD card, applications and their related
data
will be uninstalled.

To perform a factory reset:

 1. Go to Home > Menu > Settings > Privacy
 2. Press "Factory data reset"
 3. Press "Reset phone"

Note that in some devices the "Factory data reset" option may be
located
under a different menu item, such as Phone Storage.

After you perform the factory reset, make sure you sign into your
device
with the same primary Google Account you were using before. Please
note,
your primary Google Account will be the first account you use to sign
into
your phone after the factory reset.
